This device can let you make and answer calls while riding without ever touching your cell phone.
You can even use your finger to access your phone for GPS and music, as long as your phone is mounted to the bike and fully secured. In other words, you can say that you are allowed to use a cell phone as long as you are not distracted. Just make sure you never hold a phone with your hand while riding, instead you should use a motorcycle phone mount for that.

Nevertheless, if you don’t have the Bluetooth function, you must pull off the road and park your motorcycle on the very left side of the road. Make sure, you are not close to traffic lights. Once you are stopped, you can stop the engine, remove the key from the ignition, remove your helmet, and use your phone.

Well, you can believe this or not, but it is important to take all the necessary precautions; otherwise, it could be against the law. In fact, in some countries, according to some people, there is still a gray area about whether Bluetooth intercoms are illegal attachments or not. But there is no strict law about it. So, I believe you can use the intercom connection feature while riding.
Just remember that holding the phone and talking while riding a motorcycle is a very stupid and reckless thing to do.
